Acht jaar geleden viel Citadel. Het onafhankelijke wereldwijde spionagebureau - dat de taak had om de veiligheid en zekerheid van alle mensen te handhaven - werd vernietigd door agenten van Manticore, een machtig syndicaat dat de wereld vanuit de schaduw manipuleert. Met de val van Citadel werden de herinneringen van elite-agenten Mason Kane en Nadia Sinh gewist toen ze ternauwernood ontsnapten. Sindsdien zijn ze verborgen gebleven en hebben ze nieuwe levens opgebouwd onder nieuwe identiteiten, zich niet bewust van hun verleden. Totdat Mason op een nacht wordt opgespoord door zijn voormalige Citadel-collega, Bernard Orlick, die zijn hulp hard nodig heeft om te voorkomen dat Manticore een nieuwe wereldorde vestigt. Mason gaat op zoek naar zijn voormalige partner, Nadia, en de twee spionnen beginnen aan een missie die hen de hele wereld over brengt in een poging Manticore te stoppen.
