Tijdens de Tweede Wereldoorlog wordt de passagiersvoering 'Goliath' verzonken door een Duitse onderzeeër. Delen van de romp van het schip blijven luchtdicht en sommige passagiers en bemanning overleven. In de loop van de decennia bouwen ze een rigide gereguleerde samenleving volledig geïsoleerd van de oppervlaktewereld totdat een duikteam in de hedendaagse tijd het wrak begint te verkennen.
