In een drijvende stad waar de rijken zich ontdoen van hun afval, evenals hun ongewenste inwoners, wordt Rudo beschuldigd van moord en in de put gegooid waar gemuteerde wezens leven. Om te overleven moet hij een nieuwe kracht onthullen en zich bij de Cleaners voegen. Rudo wil niet alleen tegen de monsters vechten, maar ook tegen de corrupte mensen die hem in deze hel hebben gegooid.
